PROJECT OVERVIEW

Following the success of the Ontario Colleges Province-Wide FCA contract and based on our collaboration in trying to harmonize the FCA datasets for all Ontario Colleges and Universities, Roth IAMS (project Brand FCAPX) was awarded a 5-Year contract to provide FCAs for all Ontario Universities using the same methodology, tools (SLAM CAP) and baseline data (Unit Costs, Uniformat II, etc.).

SCOPE AND OBJECTIVES

The Universities, based on their previous FCAs, provided by another firm, were not leveraging their data effectively as it was inconsistent and inaccurate. The first task for Roth IAMS was to try to salvage as much value from the dataset as possible as it would be 5-years before all the buildings were reassessed.

KEY DELIVERABLES AND CONSTRAINTS

The initial step of the project included mapping the pre-existing data to the Uniformat II structure designed in collaboration with the Ontario Colleges.This involved migrating over 200,000-line items of data to the new Uniformat II Level 4 structure, applying consistent costing, and expected useful lives. Additionally, working collaboratively with each University we reconciled completed capital projects (since the time of the most recent assessment) and addressed a number of data issues associated with baseline changes in the CAMS system.

Concurrent with the data updates, Roth IAMS began completing FCAs on approximately 20% of the University portfolio each year. The FCA data is collected through SLAM CAP. Each University has an on-going license to utilize SLAM CAP as part of their facility and infrastructure asset management program.

CONCLUSION

In addition to FCAs, Roth IAMS is also completing Infrastructure Condition Assessments (ICAs) for each University as this data was not consistently collected as part of the previous assessment program.

In addition to the core services, Roth IAMS has also collaborated with several Universities in the development of a Multivariable Prioritization system, multiyear capital plan and Asset Management Plans for specific campuses, demonstrating our ability to support Universities in leveraging the consistent and defensible data we provide.
