City of Kingston



The City of Kingston (City) wanted to enhance its Capital Asset Management (CAM) plan database to ensure efficient resource allocation and mitigate risks associated with asset management. To achieve this, the City partnered with Roth IAMS for comprehensive Facility Condition Assessments (FCAs) across its numerous facilities. The project aimed to collect condition data, update the CAM software Asset Planner in real-time, analyze remaining useful life, estimate replacement costs, and prioritize renewals to optimize decision-making.


Roth IAMS undertook FCAs utilizing the Audit Planner app on iPads, enabling real-time data updates. The assessments covered a wide range of facilities including operations centers, recycling centers, and libraries. Concurrently, Equipment Inventory and Tagging (EI&T) using the Maintenance Planner module were conducted, capturing essential equipment information for preventive maintenance scheduling.

The project expanded in 2021 to cover an additional 39 buildings, and in 2022, it encompassed assets within the City’s Park facilities.


The deliverables included updating Asset Planner with condition data, estimating replacement costs, and prioritizing renewals. Constraints involved the need for accurate data collection within tight timelines across diverse facilities.


The collaboration between Roth IAMS and the City exemplifies effective asset management practices, utilizing innovative solutions to streamline data collection, analysis, and decision-making.

By leveraging Roth IAMS’ expertise, the City has enhanced its ability to manage and maintain its assets efficiently, contributing to improved service delivery and resource utilization for the benefit of its residents.

Client Impact and Success

Roth IAMS successfully completed the project’s initial phase in 2020 for approximately 47 facilities, demonstrating its capability to efficiently manage asset data and enhance decision-making processes. The success prompted the City to extend the contract and subsequent phases in 2021 and 2022 further consolidated the partnership, ensuring comprehensive asset management across the City’s diverse infrastructure.
