21 Ontario Universities – Facility Condition Assessments

Project Overview

Building upon the success of our collaboration with Ontario Colleges, we were entrusted with a 5-year contract to conduct Facility Condition Assessments (FCAs) for all Universities in the province. This initiative was set to standardize methodologies, tools, and data, ensuring consistency and accuracy in facility management practices.

 

Scope and Objectives

The project aimed to rectify the inconsistency and inaccuracy prevalent in the pre-existing FCA datasets provided. Our primary objective was to salvage as much value from the dataset as possible, given the 5-year gap before reassessment. This involved mapping over 200,000-line items of data to the Uniformat II structure, applying consistent costing, and reconciling completed capital projects across all Universities

Key Deliverables and Constraints

Roth IAMS utilized the CAM software, SLAM CAP tool to collect FCA data, ensuring uniformity and efficiency in assessment procedures. Concurrently, we initiated FCAs for approximately 20% of the University portfolio each year. Additionally, Infrastructure Condition Assessments (ICAs) were conducted, addressing the absence of consistent data collection in previous assessment programs. We encountered various challenges, including reconciling baseline changes in the CAMS system and addressing data issues associated with previous assessments.

Conclusions

The province-wide Facility Condition Assessments project stands as a testament to Roth IAMS’ commitment to excellence. By leveraging innovative methodologies and collaborative partnerships, we changed how Ontario Universities approach asset management. This project not only ensures the sustainability and longevity of university infrastructure but also fosters a conducive environment for learning and innovation.
