Project Overview

To better understand and manage its deferred capital and maintenance renewal requirements, York Regional Police (YRP) retained Roth IAMS to assess the condition of its facilities and establish a defensible foundation for long-term capital planning. Initial work was delivered under FCAPX, a Division of Roth IAMS, prior to 2019.

The engagement has evolved over multiple phases since 2017, reflecting YRP’s ongoing commitment to maintaining accurate asset data in support of funding requests, prioritization, and long-term renewal planning. The portfolio includes YRP’s Headquarters, Training Centre, and district facilities located throughout York Region.

Scope and Objectives

Roth IAMS completed comprehensive Facility Condition Assessments across YRP’s facilities, capturing element-level condition data during on-site inspections. Assessment results were uploaded into custom-configured Capital Asset Management (CAM) software to meet YRP’s specific reporting and planning requirements.

Key FCA deliverables included:

  • Detailed condition assessment reports
  • Element-level condition ratings
  • Opinions of Probable Cost (OPC) to address deferred capital and maintenance renewals
  • A 10-year evaluation horizon to support long-term planning

The FCA work identified approximately $10.5 million in deferred capital maintenance renewal needs across the assessed facilities over a 10-year period.

Key Deliverables and Constraints

Challenge: Maintaining current, accurate asset data across multiple facilities and evolving reporting requirements over time.

Solution: Roth IAMS delivered a phased, adaptable approach, combining FCAs, asset hierarchies, and asset inventory updates, while leveraging configurable CAM platforms. This ensured YRP’s data remained relevant, defensible, and aligned with funding and planning needs across multiple budget cycles.

Client Impact and Success: The multi-year partnership has provided YRP with a reliable, defensible asset management foundation. The work enabled YRP to:

  • Quantify deferred capital and maintenance renewal needs
  • Support funding requests to York Region with credible data
  • Prioritize projects based on condition, risk, and lifecycle considerations
  • Improve transparency and consistency across multiple planning cycles
  • Maintain up-to-date asset hierarchies and inventories aligned with evolving requirements

Assessment reports and OPC tables have been used directly by YRP’s facilities team to schedule projects and sequence renewal investments.

The York Regional Police engagement demonstrates the value of long-term, structured asset management support. Through consistent assessments, evolving data models, and targeted updates, Roth IAMS has helped YRP transform facility condition data into a strategic planning tool—supporting informed decision-making, capital funding justification, and responsible stewardship of public assets.
