In September 2023, the SDPBC decided to accelerate a proposed 2026 referendum on a sales tax to support addressing Deferred Capital Renewal and Maintenance backlog for the District.
Roth IAMS built out high-level (Uniformat II Level 1 and 2) models for each school based on the total square footage and original date of construction. The models were then validated based on the capital projects completed, and planned as part of the execution of the current (2016) referendum, scheduled to be completed in 2026. The modeled data was then compiled and tabular and graphical reports were prepared to align with the referendum requirements.
This change in timing meant that Dave Dolan and his team had just over six months, instead of 30 months to develop a Facility Condition Assessment (FCA) dataset for over 30Million square feet of buildings across 180 school sites. Recognizing the extremely short timeframe, SDPBC was able to leverage the Roth IAMS Sourcewell contract to streamline and satisfy the District’s procurement requirements. Without Sourcewell, SDPBC would barely have had the time to procure the service, let alone meet the referendum timeline. SDPBC realized that it would be impossible to complete “boots on the ground” FCAs within the new project timeline. As such, Roth IAMS developed a scope of work that would provide a lifecycle modelling based FCA dataset for the District, which would serve as the foundation for the referendum, and which would be followed up by traditional FCAs thereafter.
The collaboration between SDPBC and Roth IAMS secured the funding from the referendum and is now following up with Facility Condition Assessments and Equipment Inventory and Tagging, which will provide SDPBC data for their capital planning and preventative maintenance needs.
