Project Overview

he Town of Innisfil retained Roth IAMS to undertake Facility Condition Assessments (FCAs) and related technical services for the former Kempenfelt Conference Centre. The engagement was intended to provide the Town with a current, defensible understanding of the condition of the facility and associated site infrastructure to support future decision-making.

Roth IAMS previously completed a similar assessment for the Town in 2021. Since that time, the facility has remained unoccupied, with no significant upgrades or improvements completed. The 2025 FCA was therefore designed to provide a fresh, updated perspective on building and site condition to inform next steps for the property.

Scope and Objectives

The scope of work included a comprehensive review of the facility and its ancillary components, consisting of:

  • Facility Condition Assessments (FCAs) of six buildings and associated site infrastructure
  • Development of high-level demolition cost estimates for the six buildings
  • Elevator assessment
  • Designated Substances and Hazardous Building Materials (DSHBM) Survey for all six buildings

Using SLAM CAP, Roth IAMS collected and organized element-level condition data to ensure consistency, traceability, and alignment with the Town’s planning and reporting requirements.

Key Deliverables and Constraints

Challenge: The project required completion of multiple assessment components—including FCAs, demolition costing, elevator review, and hazardous materials surveys—within a tight timeline.

Solution: Roth IAMS deployed additional resources and dedicated extended effort to meet the schedule while maintaining quality and consistency across all deliverables. A coordinated, multidisciplinary team approach ensured efficient execution and timely delivery.

Client Impact and Success: The FCA and related services provided the Town of Innisfil with a clear, up-to-date understanding of the condition, risks, and options associated with the former Kempenfelt Conference Centre.

The work enabled the Town to:

  • Confirm current building and site conditions following several years of vacancy
  • Understand risks associated with deferred maintenance and building deterioration
  • Evaluate future options for the property, including renewal or demolition scenarios
  • Support informed, data-driven decision-making regarding next steps for the site

All deliverables were completed within the required schedule, and the project was successfully delivered under budget.

Conclusions

The Town of Innisfil engagement demonstrates Roth IAMS’ ability to deliver integrated Facility Condition Assessments and specialized studies to support complex property decisions. By providing a clear, defensible snapshot of facility condition and risk, Roth IAMS helped the Town move forward with confidence in evaluating the future of the former Kempenfelt Conference Centre.
