Project Overview

Toronto Community Housing Corporation (TCHC)—Canada’s largest social housing provider and the second largest in North America—manages a diverse portfolio of more than 2,215 assets, including detached homes, townhomes, mid-rise and high-rise apartments, and extensive site and parking structures.

Since 2017, Roth IAMS (previously delivering FCA services under FCAPX, a Division of Roth IAMS) has served as TCHC’s preferred vendor for maintaining and updating their capital renewal asset management system, Ameresco’s AssetPlanner. Through ongoing annual programs, Roth IAMS has provided reliable, real-time condition data and renewal recommendations to support TCHC’s capital planning and funding allocation processes.

Scope and Objectives

Across multiple engagement phases—2017, 2018–2019, 2021, 2023–2024, and 2024–2025—Roth IAMS completed FCAs on selected subsets of the TCHC portfolio. Each program involved:

  • On-site Facility Condition Assessments
  • Element-level condition ratings
  • Capital renewal and maintenance recommendations
  • Class D budget estimates for planning
  • Real-time data capture using the AuditPlanner App on iPads
  • Uploading assessment results into AssetPlanner to support portfolio-level prioritization

Notable Scope Highlights

2021 Phase:

Assessment of 20 facilities, including:

  • High-rise residential buildings
  • Underground parking garages
  • Sites and exterior components
  • Capture of equipment data to support creation of an asset registry

Annual Volume: Assessment scope has ranged from 30 to 70 assets per year, depending on portfolio needs and priorities.

Reporting: Deliverables were consistently completed within two- to four-month timeframes, ensuring TCHC had timely and defensible data for planning cycles.

Key Deliverables and Constraints

Challenge: The scale and diversity of TCHC’s housing stock—combined with the age and condition of many buildings—requires consistent methodologies and efficient, repeatable workflows to manage annual assessment cycles.

Solution: Roth IAMS deployed trained multidisciplinary assessors equipped with standardized AuditPlanner templates and mobile technology. This ensured consistent, portfolio-wide data collection, fast upload to AssetPlanner, and accurate year-over-year comparisons to support TCHC’s strategic capital management needs.

Client Impact and Success: Real-time electronic data capture has significantly enhanced TCHC’s ability to monitor asset condition shifts year over year.

TCHC relies on Roth IAMS’ annual FCA programs to:

  • Maintain an accurate, up-to-date AssetPlanner database
  • Prioritize capital renewal investments across a large, aging housing portfolio
  • Inform funding allocation decisions across multiple budget years
  • Address both immediate renewal needs and long-term risk
