Municipal/Local Government

Town of Penetanguishene

Project Overview

In 2024, the Town of Penetanguishene initiated an asset management review to better understand the capital and maintenance renewal needs of select municipal facilities. Roth IAMS was retained to complete Facility Condition Assessments (FCAs) for two assets, supported by structural assessments and reporting, to provide the Town with a clear, defensible understanding of facility condition and renewal priorities.

Using SLAM Capital Asset Management software and electronic handheld devices, Roth IAMS collected consistent, element-level condition data in the field, creating a reliable foundation for capital planning and budgeting decisions.

Scope and Objectives

The project scope included:

  • Facility Condition Assessments of two municipal assets
  • Structural assessments and supporting reports
  • Element-level condition ratings based on observed conditions
  • Prioritization of renewal needs
  • Class D budget cost estimates to address identified deficiencies
  • Data capture and organization within the SLAM CAM platform

All work was completed using standardized Roth IAMS assessment methodologies to ensure accuracy, consistency, and defensibility.

Key Deliverables and Constraints

Challenge: The Town required both facility condition data and structural insight within a defined contract timeline.

Solution: Roth IAMS deployed a multidisciplinary team and leveraged mobile data collection through SLAM to efficiently capture, analyze, and report assessment data. This integrated approach enabled timely delivery without compromising data quality.

Client Impact and Success: The project was delivered on time and on budget, providing the Town of Penetanguishene with actionable insight to support near- and long-term planning. Through the combined FCA and structural assessment approach, the Town gained:

  • Reliable cost estimates to support budgeting and funding decisions
  • A defensible dataset to guide future asset management initiatives

Conclusions

The Town of Penetanguishene engagement demonstrates how targeted Facility Condition Assessments—paired with structural evaluations—can quickly deliver meaningful, data-driven insight.

By partnering with Roth IAMS, the Town now has a defensible foundation to guide capital renewal decisions, manage risk, and plan for the long-term stewardship of its municipal assets.
